The RSS was adopted on 6th May 2009, since its adoption two local authorities; nemely Guildford Borough and South Oxfordshire, plus the CPRE for Oxfordshire each issued a Judicial Review against the RSS on the grounds of Green Belt review and housing numbers. The Government later announced that it would not contest the challenges and accepted that sufficient Sustainability Appraisals on the contested allocations were not carried out, and suitable alternatives were not considered.
